traffic reports from around the US

My local NPR station’s, KERA, internet stream seems to be down this morning. So, I just randomly chose a city, Chicago, and fired up their stream. NPR is NPR…. until they got to the traffic report. It went something like this:

And now for your morning traffic report. A wreck at 89 and Kingsley will give you about 24 inbound and 17 outbound. At 43 and Grand you’ll have 15 inbound and 13 outbound….

What do those numbers mean? My best guess is that they are a number of minutes from… somewhere to somewhere. But what? Can anyone shed some light on this?
