I am using Propel and it works perfectly fine! Just follow the instructions and use absulute pahts. They probably never tried their own QuickStart guide. I couldn't even find the propel-gen script in my Propel PEAR installation. Anyway, I gave up and checked-out the SVN version. I don't see that you have used an absolute path. I'm also fighting to get Propel working on my system, I get everytime a very nice error message:
